초록	지방의회의 효율적인 의정활동이야말로 지방행정의 성과를 결정하는 동시에 지방자치의 발전을 담보하는 기제라 할 수 있다. 지방의원의 효율적인 역할수행을 위해서는 전문성 제고를 위한 개선대책의 수립이 필요하다. 지방의원의 전문성 제고를 위한 현행의 관련제도에 관한 실태를 분석해 보면, 현행의 관련제도들은 그 자체가 가진 다양한 한계들로 인해 지방의원의 전문성 제고에 효과적이지 못한 것으로 나타났다. 본 연구는 지방의원의 전문성 제고를 위해서는 기존의 제도들이 가지는 한계를 보완하는 것에서 더 나아가 사례분석을 통해 효과가 입증된 다양한 제도들의 도입을 검토하였다. 그리고 국회의 입법조사처를 벤치마킹하여 지방의원의 전문성제고를 위한 조직적 지원시책으로 “(가칭) 지방의정센터”설립을 제안하고, 구체적인 설립방안을 제시하였다.
