초록	본 연구의 목적은 박근혜 정부에서 국정철학의 주된 가치로 등장한 사회적 자본의 성격과 그에 따른 전이적 함의를 살펴보는데 있다. 그리고 간접적이기는 하지만 이를 통해 박근혜 정부가 지향하는 국정철학의 실체를 이해하고, 향후 바람직한 사회적 자본을 구축하는데 시사점을 도출하고자 한다. 함의를 논의하기 위한 분석 시기는 박근혜 의원 시절부터 현재까지로 설정했으며, 분석방법은 내용분석을 중심으로 이루어졌다. 분석의 결과 박근혜 정부가 강조하는 사회적 자본은 구성요소라는 측면에서 주로 정부신뢰가 강조되고 있으며, 여타 구소요소인 네트워크나 호혜성과의 관계는 나타나지 않고 있다. 이와 함께 사회적 자본을 바라보는 시각은 특히 퍼트남 등을 중심으로 한 세계은행이 강조하는 발전의 연결고리로서 그리고 선진국으로 진입하기 위한 매개적 기능으로 보고 있다. 끝으로 사회적 자본의 배양수단으로는 주로 공약의 이행이나 원칙의 준수 등이 제시되고 있다. 이에 따른 함의로는 박근혜 정부가 향후 민주주의의 맥락 속에서 사회적 자본의 역할에 강조점을 두어야 하며, 사회적 자본의 다른 구성요소들과의 시너지효과를 강화하기 위한 노력이 요구된다.
