초록	성숙한 민주시민사회를 완성하기 위한 법·제도의 보완과 정비과정상에서 국회의 역할은 갈수록 증대되는 상황이다. 본 연구의 목적은 현재 우리나라 국회가 채택하고 있는 상임위원회 중심주의 운영체계로 인해 발생하는 정책조정기능의 문제점을 분석하고 개선안을 모색하는데 있다. 이를 위해 상임위원회 중심주의를 취하고 있는 핀란드의 국회입법과정, 그리고 상임위원회중 하나인 대위원회의 정책조정 역할을 분석하여, 다음과 같은 시사점을 도출하였다. 첫째, 잘 갖추어진 ICT 설비를 활용하여 보다 활발한 국민 참여와 투명한 입법 과정 확보에 노력해야 한다는 점이다. 둘째, 핀란드의 대위원회와 같은 권위 있는 협의체의 운영을 통한 정책 조정기능의 수행을 고려해 볼 필요가 있다는 점이다. 마지막으로 관련위원회 제도의 활성화 및 전원위원회 제도의 보완을 통해 보다 광범위한 의견 수렴과 사전적 협의 기능의 강화가 필요하다는 점이다.
