초록	한반도 안보위기는 3년째 계속되고 있다. 북한의 3차 핵실험이 가져온 위기인데, 6자회담은 6년째 열리지 않고 있다. 본 논문은 한반도의 안보위기를 예산전문가의 시각으로 분석하였다. 한국과 미국은 북한이 먼저 비핵화의 진정성을 보여야 6자회담에 나갈 수 있다는데 반하여, 북한은 전제조건 없이 대등한 입장에서 한반도 비핵화회담을 열자고 주장하고 있다. 북한은 미국의 대북 적대시정책 때문에 핵무기를 개발한다고 주장하고 있는데, 미국은 천문학적인 예산적자 때문에 재정절벽에 직면하고 있어서 지쳐있는 상태이다. 연방정부 예산은 2013년 3월 1일부터 sequester에 돌입하여 2021년도 까지 예산지출을 강제로 삭감하기 시작하였다. 미국 국방장관들은 sequester가 국방예산에 계속 적용되면 군사력은 앞으로 파멸을 맞는다고 아우성이다. 그래서 청와대 직속의 통일준비위원회는 한국이 앞장설 수 있는 실현 가능한 방안을 조속히 마련하여야 한다. 시간은 그리 많이 남아있지 않다. 북한 핵문제는 미국정부의 단기부채가 20조 달러를 넘기전에 그리고 중국의 강철생산량이 세계의 60%을 넘기전에 해결되어야 한다고 본다. 거대한 지각변동이 지금 한반도에 몰려오고 있다.
