초록	대표적 거시건전성 정책수단인 LTVㆍDTI 규제를 도입하여 운영한 지 각각 13년 및 10년이 경과하였지만 여전히 동 규제를 미시적 감독규정에 규율하면서 규범적 목표(금융기관 경영건전성)와 현실적 목표(주택시장 안정)의 불일치 현상이 고착되고 있다. 이런 현상은 국제적으로 이미 거시건전성 운영체계를 개편하여 금융안정을 위한 제도개선을 구체화 하고 있는 추세에 역행하고 있는 것이다, 이에 본 연구는 이러한문제의식을 갖고 현행 LTVㆍDTI의 규제거버넌스를 점검하여 한국형 거시건전성체계의 개선과제를 제안하였다. 이를 위해 규제거버넌스에 관한 이론적 논의를 통해 좋은 규제거버넌스의 요건을 추출하고 거시건전성정책의 운영체계에 관한 주요국 사례와 국제적 논의를 살펴보았다. 연구결과 현행 LTVㆍDTI 규제거버넌스는 좋은 규제거버넌스의 요건을 갖추지 못한 데다 국제적 흐름과 권고 수준에도 미달함을 확인하였다. 따라서 현행 규제거버넌스의 개선이 필요하다는 당위성을 인정하고 개선과제를 모색하였다. 즉 법률적 근거에 기반한 거시건전성정책 위원회를 구성하고 한국은행에 동 위원회의 사무국을 설치하는 방안을 제시하였다.
